His nickname is derived from his hairstyle ("permanent"), he is tall and skinny (though Kōsuke Shirai, whom he and Megane took over his roles, had quite a fatter form). Perm often displays the most character development, including being the only one of the Stormtroopers to have a visible girlfriend.
Personality[]
Like the other members of Lum's fan club, Perm has a prominent crush on Lum that often makes him act obsessive towards Lum or hostile towards Ataru because of jealousy. Despite this, Perm is actually the most mature member of the stormtroopers despite acting as Megane's follower and is far less prone to idiocy than his comrades. Because of this, he is the only one who frequently acts as a friend to Ataru (although he will still point out Ataru's flaws) and even found himself a girlfriend who he genuinely likes more than Lum, albeit while still being somewhat attracted to Lum, but mostly when around his fellow stormtroopers. This leads to Perm hanging out with Ataru more often under friendlier circumstances than Megane and even he and his girlfriend will go on double dates with Ataru and Lum. However Perm is still loyal to his friends in the stormtroopers and will go along with most of Megane's plans to break up Ataru and Lum or antagonize Ataru when in the group, but they will still occasionally all hang out with Ataru despite their rivalry when Lum isn't about due to having known each other since kindergarten.
Perm also has a fondness for science fiction and raising animals, usually enjoying scifi movies and books with his friends or running the Biology Club with Megane and taking care of its animals.
Overall, Perm's personality is identical to Kōsuke Shirai's.

He is the only stormtrooper who doesn't resemble his manga counterpart who was chubby like Kakugari, for he was apparently designed after Kōsuke Shirai whom he and Megane took over his roles.

a matter of fact, at the end of the series and in the Shonen Sunday Graphic magazine, it was revealed that Perm's real name was Kōsuke all along. This combined with the fact that Perm looks nothing like the fourth member of Lum's Stormtroopers from the manga, his notable resemblance to Kōsuke but with permed hair and that Perm is in Kōsuke's spot in Urusei Yatsura: The Final Chapter indicates that both characters were likely meant to be one and the same all along.[1]
